I have updated the shipping, shipping charge went down $10! Portable changing table can be used til baby/toddler is 66lbs! Has only been used a handful of times but it does have coconut oil stains (see pics) from where I had coconut oil container sitting in it. The top part has never been laid on, I had another foam changing pad sitting on top. Buckle was only used a couple of times. It did come with wheels but I had put them up somewhere and I can not remember where, so they are NOT included.
